Restrictions eased for artists who wish to enter Lithuania from non-EEA countries
Before arriving to Lithuania from all non-EEA countries, artists and their maintenance staff had to submit requests to the Ministry of Culture regarding permits. After the Government modified the emergency regulation, the number of countries whose citizens must apply for permits has been reduced.
After the Government modified the emergency regulation, the number of countries whose citizens must apply for permits has been reduced, while starting from 31 March special permits will not be required at all.
From 15 February, Lithuania can also be entered without special permits by the citizens and legal residents of the following countries that issue and recognise the EU Digital COVID Certificate: Albania, Armenia, Faroe Islands, Israel, United States of America, United Arab Emirates, Montenegro, Lebanon, Moldova, Morocco, New Zealand, Panama, Georgia, El Salvador, Serbia, Singapore, North Macedonia, Taiwan, Thailand, Tunisia, Togo, Turkey, Ukraine, the Oriental Republic of the Uruguay, and the Republic of Cabo Verde.
The citizens and legal residents of the aforementioned countries who arrive to Lithuania will no longer need to meet exemption criteria or obtain special permit to arrive. However, a COVID-19 test will have to be taken by persons who:
- have not been fully vaccinated from the COVID-19 disease, have not been vaccinated under the full vaccination schedule or 14 days have not passed since full vaccination;
- have been vaccinated with vaccines that are not recognised in Lithuania;
- have been fully vaccinated earlier than 270 days ago and did not receive a booster shot;
- did not contract COVID-19 within the period of 180 days.
No later than 72 hours before the trip, persons arriving from third countries who do not meet the vaccination or recovery criteria will have to take a PCR test and present the negative result to the carrier before boarding a plane, a bus, a ferry or another means of transport. Those who are travelling by their own transport may bring their negative result of a PCR test; they may also take a PCR test or an antigen test after arriving to Lithuania: within 24 hours after arriving, they must register for a test using their own funds at a selected healthcare institution or laboratory.
Until 31 March, citizens and legal residents of all other third countries that have not been mentioned in the second paragraph will still be subject to the prohibition from entering Lithuania without special permits. However, exemptions will still be applied for persons who have been vaccinated with vaccines that are recognised in Lithuania (270 days after full vaccination, the person must be vaccinated with a booster shot).
