The Project for the National Concert Hall "Tautos namai"
From 2018, the Ministry of Culture and Vilnius City have been implementing the National Concert Hall project:
- On 10 January 2018, a Letter of Intent was signed between the Minister of Culture and the Mayor of Vilnius City for the establishment of the infrastructure for the National Concert Hall services in Vilnius, on Tauras Hill (V. Mykolaičio-Putino Street 5), and an implementation plan for the Letter of Intent for 2017-2022 was approved in addition to the Letter of Intent.
- On 17 January 2018, Vilnius City Council adopted Decision No 1‑1332 ‘On Taking of the Land Plot at V. Mykolaičio-Putino Street 5 (cadastre No 0101/0054:221) for Public Needs’ and applied to the Head of the National Land Service under the Ministry of Agriculture for the taking of the land plot at V. Mykolaičio-Putino Street 5 in Vilnius for public needs;
- On 29 October 2018, Vilnius Regional Court, on the basis of an action brought by Vilnius City for permission to take the property for public needs, authorised the taking of the plot of land at V. Mykolaičio-Putino Street 5, Vilnius, and the building of the Chamber of Trade Unions thereon, for public needs, with the property being compensated for at the expense of Vilnius City;
- On 18 February 2019, an international architectural design competition for the National Concert Hall ‘Tautos namai’ was announced in cooperation with the International Union of Architects (Competition Conditions in Lithuanian; Competition Conditions in English).
- On 16 March 2018, the Ministry of Culture launched a public procurement procedure for the purchase of services for a programmatic, acoustic and urban feasibility study for the development of the National Concert Hall service infrastructure in Vilnius.
- On 19 September 2019, the winner of the international architectural design competition for the National Concert Hall ‘Tautos namai’ was announced. Out of nearly 250 ideas for the National Concert Hall submitted by architects from around the world, the idea proposed by the Spanish team Arquivio Architects was recognised as the winner of the competition. Their concept for the National Concert Hall is to blend the building into its unique surroundings as naturally as possible. The architects propose that several separate parts of the building be built on Tauras Hill. They would be connected by an open semi-basement, a ‘green corridor’ would be built, and the Great and Small Concert Halls would be constructed. The Lutheran Garden area and the park on Tauras Hill are also sensitively integrated into the project.
- On 3 October 2019, a contract was concluded between Vilnius City Administration and a group of suppliers — Private Limited Company ‘Statybų kodas’ and Private Limited Company ‘Vaidva’ — for the demolition of the building of the Chamber of Trade Unions, financed by a government grant;
- On 25 November 2020, a contract was signed between the Vilnius City Administration and the group of suppliers ARQUIVIO ARCHITECTS SLP and the Private Limited Company ‘Cloud architektai’, which was recognised as the author of the best design of the National Concert Hall in an international architectural design competition, for the design of the National Concert Hall;
- On 10 March 2021, the Government of the Republic of Lithuania, by Resolution No 115 ‘On the Approval of the Implementation Plan for the Provisions of the Programme of the Eighteenth Government of the Republic of Lithuania’, approved the Implementation Plan for the Provisions of the Programme of the Eighteenth Government of the Republic of Lithuania, which, under sub-clause 2.2.9, foresees the preparation of the governance model for the National Concert Hall and the start of the project development;
- On 9 August 2022, a technical design funded by the State Investment Programme and Vilnius City was prepared: a building for cultural purposes, 23,843.50 sq. m, and 4 halls (main, small, house of the people, rehearsal);
- On 13 December 2022, a building permit funded by the State Investment Programme and Vilnius City was obtained;
- On 20 September 2023, a cooperation agreement between Vilnius City and the Ministry of Culture was signed;
- Following the completion of the procurement procedures for the contract work of the National Concert Hall, UAB ‘Gilesta’ was selected as the builder of the National Concert Hall, and the contract was signed on 1 October 2024. The National Concert Hall should be built in 2028.
- At the end of 2024, Public Body National Concert Hall was established. On 18 November 2024, a ceremonial burial of a symbolic capsule took place at the construction site of the National Concert Hall in Vilnius. The order of the Minister of Culture on the allocation of funding in 2024.
- A competition for the appointment of the head of this body is planned for the first quarter of 2025.
This will be accompanied by grounds maintenance works in the surrounding area:
• Implementation of the Tauras Hill project;
• Implementation of the Lutheran Garden project.
The National Concert Hall will cost EUR 100.6 million to build (excluding maintenance costs).
A working group has been set up by order of the Minister of Culture to supervise the implementation of the project. Its task is to make proposals on the operational and management models of the National Concert Hall ‘Tautos namai’, the adaptation and implementation of the administrative structure and the spaces of the complex, the monitoring of the progress of the design and construction works, and resolution any other issues related to the implementation of the project for the National Concert Hall.
At the meeting of the Government of the Republic of Lithuania held on 12 February 2020, it was agreed that the administrator of the National Concert Hall ‘Tautos namai’, as a national-level institution, would be formed by using the administrative resources of the Lithuanian State Symphony Orchestra and the Ministry of Culture.
