AgoraEU – a new, unified EU program supporting culture from 2028

At the European Union level, discussions have begun on a proposal for a new generation of cultural support for the 2028–2034 program AgoraEU. The new program should become a unified, strong and flexible instrument that could respond more quickly to new challenges, distribute resources more effectively among related areas and promote synergy and cooperation between members in the fields of culture, media, and civil society.

AgoraEU is expected to become the European Union's main instrument for promoting European identity and values, as well as a single EU program directly supporting culture.

The new funding initiative will replace and merge two currently separate programs: Creative Europe (covering culture and audiovisual creation) and CERV (Citizens, Equality, Rights and Values Program).

The preliminary total budget for the program for 2028–2034 is expected to be €8.582 billion.  The program is intended for cultural and creative sectors, audiovisual content creators, media, and civil society organizations in EU Member States. Funding will be allocated through joint European calls for proposals.

The program is expected to consist of three main strands. The first, Creative Europe – Culture, will support the cultural and creative sectors, promote cultural and linguistic diversity, artistic creation, cross-border cooperation and the preservation of cultural heritage.

The second strand, Media+, will focus on strengthening the audiovisual and media sector. Support will be provided for the production of high-quality audiovisual content, such as films, series, and video games.

The third strand, CERV+ (Citizens, Equality, Rights and Values), will be dedicated to safeguarding and strengthening democracy, human rights, the rule of law and equality. Support will be provided to civil society organizations, promoting citizens' participation in the democratic life of the EU and combating discrimination and violence.
